KEAM counselling is CEE’s Centralized Allotment Process
KEAM counselling is the Centralized Allotment Process (CAP) run by Kerala’s Commissioner for Entrance Examinations (CEE). It converts a candidate’s eligible course rank, registered college-course options, category and quota eligibility, and the seat matrix into an allotment. A rank list is not a seat offer. To be considered for a particular college and course, the candidate must include that exact combination in the active option list and follow the instructions for the applicable stream and phase.
The word “KEAM” covers several admission routes. In the 2026 prospectus, Engineering, Architecture, B.Pharm, MBBS/BDS, Ayurveda and other medical-allied courses had different examinations, rank lists, allotment schedules, and regulator rules. The CEE allotment page separates these streams. Do not assume that an Engineering option window or phase applies to B.Pharm, Architecture, or a NEET-based course. For 2027–28, the next prospectus and stream-specific CEE notices must confirm the process.
Build an option list in the order you would actually accept
Before registering options, make a short list of courses and campuses you would genuinely join. Compare the exact programme, location, fee and likely travel or accommodation needs, and verify that you meet each course’s academic and other eligibility conditions. The 2026 prospectus allowed candidates to register available options but did not require them to select every option. CEE’s rule was explicit that a candidate would not be allotted a course-college combination that was not registered in the CAP option list.
Order choices by your own preference, not by a guess about the last rank. In the 2026 prospectus, CEE stated that an allotment is governed by the priority in the submitted option list; an allotment on a higher-priority option could require surrendering a seat already held. That makes option ordering consequential. Include a lower-ranked college only if you would take it, and do not add a course merely to “keep a chance open” if you would refuse the seat under the rules of that cycle.
Save a copy or screenshot of the final option order and the confirmation message. Check the application portal after each CEE announcement. If you change the order, remove choices, or add options when a fresh-registration window is announced, verify that the portal reflects the final list you intended. A saved draft or an old phase’s list is not proof that options were confirmed for a later phase.
Confirm options before each eligible phase
For CAP 2026, CEE required candidates to confirm higher-order options before each phase after the initial phase, even when they did not want to rearrange or cancel those choices. The prospectus warned that failing to confirm could automatically delete higher-order options for courses included in that phase, making them unavailable later. This is a 2026 rule; check the next prospectus and the live phase notice for the exact 2027–28 action and deadlines.
The 2026 allotment page listed separate phase or round documents for Engineering, Architecture, B.Pharm, MBBS/BDS, and Medical (AYUSH/Allied). Some streams also had vacancy-filling or stray-vacancy allotments. Do not assume every stream follows the same number of rounds or the same option-confirmation procedure. Use the notice attached to your course stream, and check whether CEE has opened fresh option registration, higher-option confirmation, or only a result announcement.
A trial allotment is useful for understanding how a submitted option list may map to available seats at that moment; it is not a final allotment or a promise of a later seat. The final list can change when candidates confirm, withdraw, report, or when the competent authority revises seats or options. Compare only the official final list for the relevant phase and stream.
After an allotment: verify, pay, and report by the notice
When an allotment appears, match your application number and course, college, category or seat type, and phase. Then read the linked CEE notification and allotment memo for the exact fee-payment, reporting, document, and option instructions. The 2026 prospectus said that failure to report to the allotted institution after remitting the required fee within the stipulated time could forfeit the allotment and cancel existing options in that stream. Do not rely on a general calendar or a coaching-site date when your allotment notice states the operative deadline.
Keep the documents used for the application ready: qualifying marks, nativity and category or reservation proofs where applicable, and any course-specific records listed by CEE. The rank or allotment does not waive the eligibility requirements. If a document is defective or a category claim is not accepted, use the correction or appeal route and deadline stated in the relevant notice. Never upload a replacement file to an unofficial page or send sensitive documents to an unverified number.
If you accept a seat but remain eligible for a later phase, confirm the exact options and retention or surrender consequences before acting. The 2026 prospectus described how higher options and a new allotment could affect an existing seat. Rules for later counselling and stray vacancy filling can be more restrictive and may be separately notified by CEE or the applicable national council. Read the current notice before changing options; do not infer that an earlier seat can always be retained.
What the current evidence says about 2027–28
As of 27 October 2026, CEE’s official 2026 notice feed was still showing course-specific allotment activity, including a notice dated 24 October for a further phase in Ayurveda, Homoeopathy, Siddha, Unani, and Medical Allied courses, with fresh veterinary options. The live allotment page also displayed different rounds for different streams. These are dated 2026 examples, not the 2027–28 schedule.
No 2027–28 prospectus, phase calendar, option-confirmation deadline, seat matrix, or reporting schedule was established in the official pages checked for this guide. Start from the CEE home page when the new cycle opens, enter the correct candidate portal, and follow the notice for your specific course. Keep the course rank, current option list, allotment result, payment receipt, and college reporting acknowledgement as separate records. That makes it easier to spot whether a problem concerns rank eligibility, option entry, allotment priority, or reporting rather than treating every issue as a generic “counselling” delay.
